INCIDENT REPORT 7F3A — PHANTOM SIGNAL INTERCEPT
At 03:17 UTC on November 2nd, 2024, monitoring station ECHO-9 intercepted a repeating signal on frequency 19.47 MHz. The signal consisted of a 142-second looping transmission containing what appeared to be a synthesized human voice reading a sequence of prime numbers in reverse order.
Analysis of the voice pattern matched ████████████████████████████████████
The signal origin was triangulated to a point approximately 340 km west-northwest of the Azores. No registered transmitter exists at these coordinates. A naval survey of the area in 2019 recorded a depth of 4,200 meters with no geological anomalies.
However, sonar imaging from the ██████████████ revealed a structure of clearly ███████████ origin measuring approximately ██████████████
The signal ceased at 04:02 UTC and has not been detected since. All personnel involved in the intercept have been administered Class-B amnestics as per Protocol WINTER GARDEN.

RECOMMENDATION: Establish permanent monitoring buoy at coordinates. Assign designation SITE-7F3A. Restrict all maritime traffic within 50 nautical mile radius under cover story ENVIRONMENTAL HAZARD ZONE.
